As of 1 January 2016 new requirements will take effect for all suppliers delivering animal feed to Dutch dairy farmers. All suppliers shall be published on a “white list”.
Six documents belonging to the Feed Chain Alliance Standard (ex. GMP animal feed) (4 from the AC - series and 2 from the BT - series) have been amended.
As very few texts were published during the month of November, we shall review some details of Regulation (EU) No. 2015/1905, published in October and relating to the revision of the European dioxin monitoring.
One month has passed since the first assessment of the classification of countries into risk categories (high / medium /low), a classification put in place in the protocol for additional monitoring of Aflatoxin B1 in maize (FCA document ‘BT-16: Temporary monitoring’).
There have been agreed several changes for the IDTF by the International Committee for Road Transport (GMP+ International, OVOCOM, QS, Qualimat, GTP, AIC and Gafta). The changes are now implemented in the IDTF. Please find here further information about the changes.
The Community Register of feed additives is composed of 2 Annexes. Annex II contains additives for which no application for re-evaluation was submitted.
The 2015 review summary of all notifications issued by the RASFF (European Rapid Alert System for food and feed) and potentially interesting for operators belonging to the feed sector, was updated on 31 October 2015.
Among all texts published during the month of October, there is one very specific European Regulation that clearly stands out.
Indeed, anticipated since spring 2014, the adaptation of the European monitoring related to dioxin has finally been published.
Currently several topics are jostling for attention in the news: the use of insects (or products containing them), the struggle against waste, and the ever increasing valorization of former foodstuffs into animal feed, or the revision of the Legislation on medicated feed.

An efficient incident and crisis management is essential for ensuring feed safety and credibility for the entire feed chain. A good and fast approach shall prevent as well as limit any possible damage and shall create confidence within the entire feed chain.
OVOCOM and the FCA certification bodies meet 5 times a year in order to have a harmonization meeting. Recently, some changes to the document ‘CC-01: Certification Rules’ have been proposed there.
As part of the FCA certification, the unannounced audit is since 2008 a part of the certification cycle intended for companies with a production activity.

The additional monitoring of Aflatoxine B1 in maize, as described in the FCA document ‘BT-16: Temporary monitoring’, has been thoroughly evaluated and adapted. This new version of the protocol is more risk-directed and enables a quicker reaction in case of actually identified risks.
