RASFF - Synthesis of hazards detected in feed

The assessment of potential hazards is an integral part of the HACCP analysis. In order to help operators in preparing and updating their ‘Feed’ hazard analysis, OVOCOM has provided two types of documents:

  1. An overview containing Rapid alert notifications (RASFF) published on the European portal. In addition to information already contained in the portal, the overview also contains additional information regarding specific cases. Also, a link with the Catalogue of feed materials has been created. The entire set is presented in the form of a spreadsheet which, thanks to the « sort » function, makes it possible to concentrate on a product or a specific product group.
  2. A synthesis containing trends that have been observed during the past year.

These documents can only be accessed through means of a login and password.

The aim of this document is not to substitute the official notifications, nor to alert companies when one or other hazard has appeared on the market, for such information, the user must always refer directly to the RASFF portal or to any official site which is consultable on a regular basis.

With this document OVOCOM only wishes to provide a synthesis emphasizing those hazards posted on the RASFF Portal, which should allow companies and certification bodies (OCI) to improve their knowledge on the « hazard/product » combinations, and to also become aware of any new hazards.

If  a « hazard/product » combination is not included in the synthesis, it does not mean that the hazard is non-existing for that product, but it only means that it was not the subject of a communication for that period.

What is a European Rapid Alert system?

The aim of the European Rapid Alert System for Food and Feed (RASFF) is to provide, at the level of the European Union, a notification relating to any direct or indirect risks for the health of humans.

These risks have arisen from hazards detected in food or feed.

It concerns a network involving the Member States (through intermediary of national agencies for food safety, such as the FASFC in Belgium), The European Commission and the European authority  (EFSA).

The alerts issued by the network in question are available to the public via the Internet portal « RASFF » http://ec.europa.eu/food/food/rapidalert/rasff_portal_database_en.htm .

What kind of information can be found in the OVOCOM overview ?

Four types of notifications issued by the RASFF system are to be considered:

 1. Alert: this type of notification is used when products presenting a serious risk are placed on the market, and immediate action is required.

2. Information: in this case, a hazard has been identified, but the network members are not required to take immediate action  (national markets are not concerned or the nature of the hazard is such that it does not require immediate reaction).

3. Border rejection: following a control, a hazard has been detected at the EU borders. The network members have been alerted to strengthen their controls.

4. News: any information not notified in accordance with the 3 previous types, but which the controlling authorities have found interesting to communicate.

    For each case, the overview should at least mention the system identification number and publication date and also:

    • The hazard observed (e.g. aflatoxin) and hazard group (mycotoxines);
    • If applicable (serotype for salmonella);
    • Value measured;
    • Type of feed (compound feed, premixtures, feed materials (with reference from catalogue), additives, pet food , foodstuffs (if likely to be used in animal feed));
    • Product concerned;
    • Origin of product (country);
    • The notifying Member State;
    • Any, potential, additional information.

    Such information will make it possible for companies to refine their hazard analysis and therefore their monitoring plan.

    It will also allow certification bodies to find some useful material in order to further their training  and to adapt their company controls. The same goes for the registered consultants upon performing consultancy missions.

    Persons, interested in one or other particular case, or in periods still unpublished on this page, can directly consult the RASFF notification in question on the RASFF portal (https://webgate.ec.europa.eu/rasff-window/portal/).
